The Planning System & the Conduct of Members

This session will provide an overview of the current planning system, the role of elected Members and their obligations concerning the probity of their actions.  There are many misconceptions among Members in relation to some aspects of probity: the recent provisions of the Model Code of Conduct, the role of the Standards Board and the Ombudsman have difficult messages in particular that have sometimes resulted in some healthy debates.

  • The purpose and structure of the planning system including:

    • National & Regional Planning Guidance

    • The importance of the Development Plan & Officer advice

    • The role of the Committee

    • The procedures for planning applications

  • Bias and natural justice

  • Codes of Conduct for Members, the Standards Board & the Ombudsman
